How to fill joints in a stone swimming pool with simple materials?

We live in Africa and are adding stones to our concrete pool walls and floor. Sophisticated materials being hard to find here, I was wondering what could work for filling the joints. The joints are about 1/2 inch wide and our materials that are available are:

– portland cement
– white cement
– tile cement (they call it glue cement), it’s basically grout

Going based off of these, are there additives or techniques that could make this work and be waterproof?
