Is it okay to install VCT over a vinyl floor?

The small bathroom has damaged vinyl sheet flooring now – has several bad gouges in it. It’s laid over a slab, concrete floor that is smooth. I’m thinking as long as we cut the bad parts of the vinyl out and floor stone over them to make it smooth, this should be a good enough surface to glue the VCT down on top of – as opposed to scraping all the vinyl up. Will this provide a lasting result?
