Pokemon Mystery Dungeon Explorers of Darkness, secret stone plate?

I need to know how to use the secret stone plate. I went to Amp Planes, and went to the 7th floor. I searched for Zapdos WITH my secret stone plate in my possession. When I searched the whole place without a sign of Zapdos, I went to my items and pressed USE on the secret plate. Then it said nothing happened and i lost the plate. Someone please help me understand what happened, and how i can use to so that i can capture the legendarys.

      The Secret Slab, or Secret Stone Plate as you call it, is an item to be used like items that you trade with Croagunk. In order to use it, all you have to do is have the item in your inventory. You were doing what you were supposed to when you went to Amp Plains. Zapdos should appear there, but it’s not 100%. You may have to try a couple of times for it to appear. But, do not press "Use" again when you have another one. "Using" it will result in it disappearing much like one use items do. So, if you just keep searching around, Zapdos should eventually appear.
